Pengaruh Pemberdayaan Psikologis Terhadap Kinerja Pelayanan Publik Aparatur Melalui Motivasi Pelayanan Publik

Abstract

Penelitian ini bertujuan menganalisis pengaruh multidimensi Psychological Empowerment terhadap Public Service Performance aparatur desa di Kecamatan Alian, Kabupaten Kebumen, melalui mediasi Public Service Motivation. Menggunakan pendekatan kuantitatif, data dari 125 perangkat desa dianalisis dengan SEM-PLS. Hasil menunjukkan seluruh dimensi Psychological Empowerment berpengaruh signifikan terhadap kinerja, dengan Impact sebagai prediktor terkuat motivasi. Public Service Motivation terbukti memediasi pengaruh Meaning, Competence, dan Impact terhadap kinerja, namun gagal memediasi pengaruh Self-determination (pvalue = 0,085) akibat hambatan struktural otonomi. Penelitian ini berkontribusi mendalam pada literatur manajemen sumber daya manusia sektor publik melalui pemodelan tata kelola psikologis makro. Implikasi praktisnya merekomendasikan restrukturisasi regulasi anggaran desa serta transformasi rekrutmen berbasis nilai altruistik guna mengeliminasi beban administratif kaku.
